A CONTRAN Resolution No. 968/2022 came into effect on July 1, 2022, and established new requirements for vehicle identification in Brazil, with a special focus on the label bearing the VIS (vehicle identification sequence). Its requirements apply to vehicles manufactured or imported from January 1, 2025, although the regulation allows for full or partial early compliance, under Article 49.
What is the ETA (Self-Adhesive Label)?
The ETA is the self-adhesive label stipulated in item IX of article 4 of the resolution, applied by manufacturers and importers to reinforce vehicle identification. Article 8 of Resolution 968/2022 determines that every ETA must:
- Contain, at a minimum, the VIS (part of the vehicle identification number);
- Be self-adhesive;
- Be destructible if removal is attempted;
- Be weather-resistant;
- Contain at least one additional security feature besides destructibility.
Why does the regulation exist?
Reliable vehicle identification is one of the main tools in combating the tampering and illegal sale of vehicles and parts. A label that breaks or fragments when removed makes fraudulent replacement of the identification more difficult, protecting the vehicle's history and origin—which is important to manufacturers, end consumers, and insurance companies alike.
Who needs to comply?
The requirement falls on manufacturers and importers of motor vehicles, who need to apply the ETA in accordance with the resolution before commercialization. In practice, this means qualifying label suppliers capable of proving, through technical reports, that the material meets the required criteria for destructibility, resistance, and security.
How VIN Brasil meets Resolution 968/2022
VIN Brasil develops destructible labels with multiple security features, certified by laboratories such as MAEDA and IPT, and tested for resistance to abrasion, chemicals, and weather conditions—the same points required by the resolution. If your operation has not yet assessed the compliance of its current labels, it is worth reviewing the supplier's technical reports before the deadline for full compliance.
